Not to worry, the White House says. There'll be no bursting to proclaim victory, or even vindication, when the Senate inevitably votes against convicting President Clinton and removing him from office.

Joe Lockhart, the latest person to hold the unenviable job of serving as Mr. Clinton's press spokesman, promises that, in refreshing contrast to the party pep rally after the House impeachment vote in December, the White House will be a ``gloat-free zone.''

That's as it should be. Only once the Republicans face up to the debacle-like defeat of the campaign to get Mr. Clinton, the Democrats might acknowledge that this has been, in so many ways, a disappointing …
